Series 1 ยท Commercial & Sourcing Control

You delegated the work.
You did not delegate
the governance.

The vendor's dashboard is green. The invoices keep arriving. And you cannot independently verify a single deliverable. This package replaces self-reported optimism with evidence โ€” acceptance criteria you can test, invoices linked to proof, and a scorecard that shows where reported performance and reality diverge.

The Failure Mode

The invoice is precise.
The evidence is nowhere.

No testable definition of done. The SOW says "deliver the integration." It does not say what proof closes it, so acceptance becomes an opinion you have to argue.

Time and materials with no ceiling. The commercial model rewards continuous effort rather than finished deliverables, and nobody has quantified how much that is costing.

The team you bought is not the team you got. The proposal was built on senior architects. Post-award staffing looks materially different, and nobody logged the change.

Green metrics, red business experience. Uptime reports 99.8%. Meanwhile critical workflows fail daily and the operations team has built manual workarounds around them.

Invoices arrive faster than evidence. Finance asks whether to pay. You have a milestone reference, a number, and no way to connect either to something that was actually accepted.

Scope expands through conversation. Requests reach the vendor directly, work starts, hours accrue, and the change log never records that any of it happened.

None of this requires a bad vendor. It is what happens when a contract rewards activity and nobody made evidence the shared language.

What You Get

Nine files. Eight linked sheets.
Seven governance templates.

01 Governance Guide ยท 7 pages

The Vendor Accountability Governance Guide

The Vendor Visibility Mandate, the four Sourcing Archetypes, and the four-phase execution playbook โ€” from SOW Reality Review through to a governed performance reset.

02 Document Pack ยท Word + PDF ยท 12 pages

The Tactical Governance Document Pack

Seven templates: the MSA & SOW Governance Review, two vendor alignment scripts, the SOW Clarification Memo, the Deliverable Acceptance Criteria Sheet, the Performance Review Agenda, the Invoice Evidence Review Memo, and the Vested Sourcing Framework.

03 Scorecard ยท Excel ยท 8 sheets

The Vendor Evidence & Performance Scorecard

Eight linked sheets. The Invoice Evidence Gate reads acceptance status straight from the Deliverable Matrix and returns a governance recommendation. The SLA log sits reported performance beside verified actuals.

04 Worked Example ยท 6 pages

Project CloudSync

The whole system applied end to end โ€” the obligations that were never defined, the evidence gaps that surfaced, and the invoice decision that came out the other side.

05 Quick Start ยท 2 pages

The Vendor Accountability Review Checklist

The condensed review sequence on a single sheet. For walking into a vendor performance meeting on Thursday with the right questions in the right order.

06 Quick Start ยท README

Usage Sequence & Authority Boundary

The order to work the package, and the boundary that keeps you safe โ€” what a project manager may do with this evidence, and which decisions must route through procurement, finance or legal.

07 Licensing

Single-User License

Licensed for personal professional use, with clear terms on what you can and cannot do inside your organization.

The Method

Four phases.
Evidence before escalation.

Run in sequence. Each phase produces the evidence the next one needs โ€” and none of it requires you to confront anybody until the obligations and the gaps are documented and visible.

01 Post-Award Baseline Review SOW Reality Review

Before you question performance, establish what the contract actually obligates. Surface ambiguous obligations, missing acceptance criteria and undefined payment triggers.

02 Performance Monitoring Evidence & Quality Gates

You cannot hold a vendor to a standard that does not exist. Define what "done" looks like โ€” completion, testing, security, operational readiness โ€” and map every deliverable to objective proof.

03 Finance Decision Support Invoice Evidence Review

Connect every invoice and payment milestone to an accepted deliverable. Flag uncontrolled T&M exposure for review, with a strict human-in-the-loop check before any commercial decision.

04 Partnership Improvement Vendor Performance Reset

Once evidence is the shared language, elevate the relationship. Structured alignment conversations, and the Vested Sourcing Framework for tying vendor incentives to measurable outcomes.

Do not escalate a vendor performance concern until the obligations, the evidence gaps and the acceptance criteria are visible on paper.

In the Package

What this page
doesn't show you.

โ—† The four Sourcing Archetypes The T&M Exposure, the Resource Substitution Risk, the Watermelon SLA, and the Agile Accountability Gap โ€” each with the structural dynamic driving it and the phase that addresses it first.
โ—† The two vendor alignment scripts Word for word: the evidence request email, and the corrective action alignment message to vendor leadership. Written to get documents produced without breaching commercial protocol or triggering a dispute.
โ—† How the Invoice Evidence Gate decides Each invoice row links to a deliverable, reads its acceptance status from the matrix, and returns a governance recommendation โ€” proceed, or hold for review. You supply the evidence; the sheet supplies the position.
โ—† The MSA & SOW Governance Review Three checklist groups โ€” delivery baseline and scope, quality and acceptance criteria, commercial and payment triggers โ€” built to find the gaps in a contract you had no part in writing.
โ—† The Vested Sourcing Framework A discussion document for moving a relationship off activity-based tension and onto shared-value economics โ€” current state, proposed future state, and the commercial alignment steps between them.
โ—† Project CloudSync, in full A complete vendor governance reset โ€” the undefined obligations, the architecture evidence that was never produced, the staffing that quietly changed, and what happened when the invoice met the evidence gate.

The Rest of Series 1

You have the evidence.
Now you need a decision.

Evidence changes the conversation. It does not, on its own, make anyone act. Series 1 covers what happens after the scorecard โ€” getting the decision made, governing the AI risk underneath it, and the formal stop-loss if the project has gone past governance.

Early Adopter bonus: any Series 1 purchase during the launch window โ€” a single package or the full Vault โ€” includes complimentary planned beta access to the MeemoZone Interactive Governance Agent program, subject to release readiness.

Before You Decide

This is 1 of 6.
Get all six for just $150 more.

The Scorecard handles commercial control. The Series 1 Turnaround Vault adds the charter, project takeover, executive escalation, AI governance and full project rescue. Bought separately, the six come to $1,394 at standard retail. The Vault holds all of them for $599 โ€” and $299 during the launch window.
